The Client

The Ohio Housing Finance Agency (OHFA) facilitates the development, rehabilitation and financing of low- to moderate-income housing. The Agency’s programs help first-time homebuyers, renters, senior citizens, and others find quality affordable housing that meets their needs.

The Challenge

The Ohio Housing Finance Agency (OHFA) is committed to providing housing solutions for residents of Ohio with low to moderate incomes. One of its key initiatives, the Ohio 811 Project Rental Assistance (PRA) Program, helps individuals with disabilities secure affordable housing. OHFA also collaborates with the Ohio Department of Medicaid Subsidy Demonstration (ODMSD), another housing assistance program managed by a partner agency.

To educate stakeholders, OHFA previously conducted live webinars covering eligibility criteria for the Ohio PRA and ODMSD programs, the steps required to become a Referral Agent, and procedures for making referrals using SocialServe, OHFA’s online registration tool. Participants were required to pre-register and attend these sessions in real time, which presented various challenges including scheduling conflicts, inconsistent participant engagement, and significant resource demands. OHFA sought a more efficient, scalable, and uniform solution to eliminate these barriers while reducing the costs associated with live training.

The solution

OHFA partnered with Designing Digitally to develop an on-demand eLearning solution that replaced its live webinars. This comprehensive 60-minute training program is divided into five interactive modules, along with a detailed software simulation covering SocialServe. The training was designed using Articulate Storyline and includes interactive knowledge checks to enhance engagement. Video interviews with OHFA staff have been incorporated to convey the organization’s mission and values, adding a personal and compassionate touch. The software simulation provides a narrated, step-by-step walkthrough of SocialServe, ensuring users understand how to enter applicants onto waiting lists. With this transition to eLearning, OHFA now offers training that is accessible anytime and from any device, enabling broader participation and greater flexibility for learners. This shift has eliminated the need for live webinars, saving OHFA both time and resources while maintaining the integrity and effectiveness of the training content.

The new eLearning solution has significantly increased accessibility by allowing participants to complete the training at their convenience, thereby reducing scheduling conflicts. Additionally, OHFA has realized substantial cost and time savings by eliminating live webinars, which has reduced the administrative workload and associated operational expenses. Standardized content delivery ensures every learner benefits from the same quality of training, leading to a more consistent learning experience. The inclusion of interactive elements and real-world applications has also improved knowledge retention and learner satisfaction. Through this innovative eLearning approach, OHFA continues to empower individuals and organizations involved in Ohio’s housing assistance programs, making the process of securing housing support more efficient and informed.
