The United States Census Bureau is a principal agency of the U.S. Federal Statistical System, responsible for producing data about the American people and economy.

The Challenge
The United States Census Bureau organizes a nationwide survey every ten years to conduct the count. A team of approximately 50,000 temporary employees must visit households in their local communities and carry out the assessment.
To adequately prepare these employees for their tasks, the Census Bureau dispatched trainers nationwide to provide in-person training sessions. However, recognizing the need for a more efficient approach, they collaborated with Designing Digitally, Inc. to develop an immersive onboarding program utilizing virtual simulations.
The Census Bureau provides its employees with government-owned laptops to facilitate training. However, since the hardware is outdated and not all employees can access reliable internet, Designing Digitally, Inc. had to customize the onboarding solution to accommodate these specific challenges.
The solution
Designing Digitally, Inc. conducted a comprehensive analysis of the extensive orientation training materials provided by the Census Bureau, comprising over 900 pages of essential information. Leveraging this wealth of content, our team meticulously curated the most pertinent information to create an immersive metaverse 3D simulation tailored to the specific needs of census employees. Within this virtual environment, trainees are guided by an artificial intelligence non-playing avatar virtual trainer through realistic scenarios, including interactions with residents and using census software for local count procedures.
Recognizing the limitations posed by outdated hardware and intermittent internet access among census employees, Designing Digitally, Inc. implemented a customized solution. The metaverse 3D training simulation was developed as a stand-alone application, ensuring accessibility on government-issued laptops without internet connectivity. Learner progress is securely stored locally on the device, with data automatically synchronized with the Census Bureau’s records upon internet connectivity, enabling seamless tracking of training completion.
The successful implementation of the immersive simulation garnered acclaim from the United States Census Bureau, with over 50,000 temporary employees utilizing the training program. Embracing the transformative impact of this virtual solution, the Bureau has opted to use it once again for the 2020 census count, significantly reducing reliance on traditional classroom training methods. This innovative approach has enhanced the efficiency and scalability of employee onboarding and resulted in substantial cost savings for the government.
